Frank Treecarten, 63, a homeless man now located in Concord, was arrested at around 2 p.m. on Dec. 21. According to a police statement, officers and fire and rescue teams were called to the intersection of Loudon Road and Fort Eddy Road around 1:30 p.m. for a report of a man shot in the head with a flare gun.
